In Pakistan, Social Security Scheme was launched on 1st March, 1967, under West Pakistan Employees' Social Security Ordinance No. X of 1965, with the assistance of the International Labour Organization. The Sindh Employees' Social Security Institution (SESSI), however, came into being on 1st July, 1970 when the Scheme was reorganized on provincial basis after the dissolution of One-Unit. Initially, the Scheme was designed for coverage of textile industry workers of Karachi and Hyderabad. On getting encouraging results later on the Scheme was extended to all other industries and commercial units.
After 18th Amendment in the Constitution of Pakistan, Sindh Employees’ Social Security Act, 2016 has been promulgated by Sindh Assembly and the same was published in the Sindh Govt. Gazette dated 12th April, 2016 which has further been amended through the Sindh Employees’ Social Security (Amendment) Act, 2018 notified and published on 17th May, 2018. The scheme of Social Security is applied to such areas, from such date or dates as government may, by notification specify in this behalf and the workers employed in the notified establishment.
The Sindh Employees' Social Security Institution (SESSI) is a service-oriented organization. Its functions are unique in nature; primarily welfare of working class for providing medical care and cash benefits to the secured workers and their dependents.
Functions of SESSI
- Registration of Industrial and Commercial Establishment as well as Workers.
- Collection of Social Security Contributions @ 6% on Minimum Wage from Employers.
- Provision of Medical Facilities to the Secured Workers and their Dependents.
- Payment of Cash Benefits to the workers.
- Collection of Education Cess at Rs. 100 per Worker per Annum and Transfer to SWWB.

Powers & Functions of Its Officers & Employees
SESSI is an autonomous body. The general direction and superintendence of the affairs of the Institution vest in a tripartite Governing Body. In its functioning, the Institution is guided by such instructions on questions of policy as may be given to it from time to time by the Government.
The Commissioner and Vice Commissioner are appointed by the Government. The Commissioner is the Chief Executive of the Institution who exercise all powers on behalf of Governing Body. The Vice Commissioner performs the duties of the Commissioner on his absence or prevented from acting. The Commissioner may assign the responsibility for direction of certain services or delegate to Vice Commissioner any of his own powers under the ordinance, the rules and regulations. The Commissioner is assisted by Medical Advisor who can advice on matters relating to the administration of medical care, prevention and treatment of diseases among secured persons as specified in the regulations.
The functions of registration of employers and employees, collection of contribution and payment of benefits is entrusted to 10 Local Directorates headed by a Director 7 at Karachi and one each at Hyderabad, Kotri and Sukur.
The system of dispensation of medical care is divided into 7 medical circles headed by Chief Medical Officer (four in Karachi and one each in Hyderabad, Kotri and Sukkur). The main function of the Circle is to provide medical care to the secured workers and their dependents.
