He envisioned the future Sindh as a developed civil society, which would be intellectually mature, tolerant in behaviour and enlightened in outlook. He perceived a society with improved social indicators, inclusive of the highest possible literacy, qualified human resource, maximum employment opportunities and poverty alleviation, with a pervasive social security system so as to cater to the needs of the under-privileged.
